The governance of RIS3 Andalusia has thus been implemented following the model of the quadruple helix and based on the concept of “collaborative leadership”, which implies that the hierarchical structure of governance must be endowed with a sufficient level of flexibility in decision-making, to allow the agents involved, according to their characteristics and capabilities, to adequately develop the role assigned to them in this process.

To implement this participation, the Minister of Economy, Innovation, Science and Employment, by Resolution of February 19, 2013, appointed a large Group of Experts, representative of the Andalusian innovation system, made up of 40 Andalusian companies and 30 representatives of the Science System, Innovation and Technology selected based on objective and transparent criteria of capacity and innovative experience at the regional, national and international levels. A Reference Group was selected from among the companies, as a substantive element that was added to the Management Committee (representatives of the Andalusian Administration and the Andalusian Research and Innovation System) to jointly make decisions. Thus, the Steering Committee and the Reference Group are the two bodies that have shared the leadership of the Andalusian Innovation Strategy, in a formula that has been called “Codecision”, in which both groups feel together as one training and deal with decision-making in a consolidated way.
To support the Group of Experts, a Technical Team was set up, made up of representatives from the different areas of the Government of Andalusia. This group was supported in turn by a Technical Secretariat that coordinated the process and that resided in the Andalusian Agency for Innovation and Development.
In addition, the RIS3 was submitted to the consideration of the most representative Economic and Social Agents within the framework of the Advisory Council of the Andalusian Agency for Innovation and Development.
