WHAT IS IT?

Following the instructions of the European Commission:

  • RIS3 requires EU Member States and regions to identify the specializations that best match their innovation potential, based on their assets and capabilities.
  • They must do so through an ‘entrepreneurial discovery’ process, involving key innovators and participants. 
  • Therefore, rather than being a top-down strategy, smart specialization means that companies, research centres and universities work together to identify the most promising areas of specialization in a Member State or region, but also the weaknesses that hamper innovation.

HOW RIS3 ANDALUSIA INCORPORATES ENTREPRENEURIAL DISCOVERY

Central element of Governance, RIS3 Andalusia is a strategy:

  • Based on joint work and consensus.
  • Prepared following the principles of participatory governance established by the European Commission.
  • In an open and transparent setting.
  • Gives voice to all the Andalusian stakeholders of the quadruple helix involved with the Andalusian innovation and science system: companies, Universities, Public Administration, social agents and citizens.

Collaborative leadership: la RIS3Andalucía makes Andalusian businessmen, entrepreneurs and academics protagonists who contribute their proposals, opinions, vision and specialized knowledge to the design, preparation and monitoring of the Strategy, through:

  • A Reference Group, 11 experts from the Andalusian business sector leaders in innovation in their sector and with recognized prestige in the economic field, making joint decisions in the Codecision Committee.
  • A Group of 60 Experts, productive and academic sectors of the Andalusian Science, Technology and Innovation system, which identifies the Opportunities for Specialization in the Entrepreneurial Discovery Workshops.
  • 155 experts participated in 12 group workshops, along with 375 participants in three surveys and 60 interviews developed in the mid-term evaluation process.

Entrepreneur Discovery Workshops

After the Launch Day in which all the stakeholders of the Governance of the Strategy participated, raising the main challenges (by clicking here to see the possibility of including a link to a diagram with challenges raised, see image below) for the region, they were held five workshops with a methodology defined around five themes, where the experts raised their proposals, opinions and comments openly and freely.

Specific and innovative methodology: preparation with the collaboration of the FECYT; presentation of the opportunities or specialization environments related to the thematic area of the Workshop; identification of the barriers and potentialities of the region for each one of them in parallel sessions; to end with a prioritization vote and ranking of all the opportunities addressed in plenary.

OPPORTUNITIES FOR SPECIALIZATION

Included in the Entrepreneurial Discovery process, RIS3 Andalusia includes the identification of specialization opportunities, based on assets and capacities in which the region has comparative advantages compared to other regions and which may constitute the basis of its future specialization.

This process had the active participation of the RIS3 Technical Team, a technical cabinet made up of specialists, facilitators and rapporteurs in each of the subjects and the experts of the RIS3 Andalusia through analysis, reports, questionnaires and the active participation in the Entrepreneur Discovery Workshops.

The information arising from the Workshops, analysed and organized in a file for each of the Opportunities, became part of a document called the Catalogue of Specialization Opportunities, reviewed by the experts and validated by the Strategy Codecision Committee in which 68 opportunities are included.

All the stakeholders of the Governance of the Strategy: experts from RIS3 Andalucía, members of the Reference Group and the Steering Committee, had the opportunity to make contributions and comments to this Catalogue. Likewise, the process of elaborating the opportunities was opened to the public through their public exposure on the Web, thus enabling open participation to contributions that could enrich and complete them.
